Off-Plan in Abu Dhabi: You Can Now Finance the Balance Before Handover
Abu Dhabi buyers who have paid 50% of an off-plan home can now arrange a mortgage during construction instead of waiting for handover. Here is what changed and how to use it.
PROPIQ Research Team
For years the usual off-plan path in Abu Dhabi was simple but demanding: pay the developer's instalments in cash during construction, then arrange a mortgage at handover. That is changing.
What changed
Under a framework from the Abu Dhabi Real Estate Centre (ADREC), a buyer who has already paid 50% of an off-plan home's price can arrange a mortgage against that property during construction, rather than waiting until the building is complete (The National, 13 September 2026).
Key points reported so far:
- ADREC told The National that its ability to register mortgages against off-plan units has been operational since March 2026.
- The lender's mortgage interest is recorded in ADREC's Initial Real Estate Register before completion, which analysts say gives buyers, banks and developers more clarity.
- Aldar was the first developer to complete an off-plan mortgage under the framework, with Abu Dhabi Commercial Bank (ADCB) as the lender (WAM).
- It is not open to every project yet. CBRE noted the 50% threshold and limits on which developers and banks can take part.
A second route: developer and bank partnerships
Developers are also arranging finance directly with banks. On 1 October 2026 Modon launched phase one of Wadeem Gardens on Hudayriyat Island, which it says is the first Abu Dhabi villa community to offer up to 75% off-plan home finance through Abu Dhabi Islamic Bank (ADIB). Eligible buyers can get pre-approval within two hours, free and with no obligation, and UAE nationals receive a non-transferable 5% rebate equal to the final handover payment (WAM, 1 October 2026). Modon's factsheet lists 4- to 6-bedroom villas from AED 8.7M, a 25/75 payment plan and handover in Q2 2031 (Modon).
Why it matters
Off-plan is most of the market. ADREC data reported by The National shows off-plan made up 89% of the AED 70.4bn of residential sales in the first half of 2026, while mortgages rose by a third to AED 26.7bn across 8,876 transactions.
Until now, many buyers had to fund the whole construction period from savings. Financing earlier can:
- Spread your cash flow. You no longer need all the later instalments in cash.
- Cut handover risk. Your finance is lined up before completion rather than in the last few weeks.
- Widen your choice. Projects with heavy construction-stage payments may become realistic for more buyers.
Questions to ask before you commit
- Does this project and developer take part? Not every developer or bank is in the framework yet.
- Which banks will lend on this unit, and on what terms? Rates, fees and loan-to-value differ by bank.
- When will I reach 50%? Map the payment plan to see when financing becomes available.
- What happens at handover? Check how the final payment and any valuation are handled.
- For resale purchases: ask whether an existing off-plan contract can be financed after transfer. Confirm this with the bank and developer before you agree a price.
The bottom line
Construction-stage finance makes off-plan easier to plan, but the details depend on the project, developer and bank. Getting those answers before you reserve saves surprises later.
